Fusion centers can serve a significant purpose in detecting and investigating terrorists, but their current practices are in need of constant monitoring and supervision. What must be done to ensure this is effectively done? Why has it failed in the past? Is the public entitled to an accounting of federal dollars spent on the development of fusion centers with an honest evaluation of the effectiveness of such entities?
