Drager PSS 7000 Series Self-Contained Breathing Apparatus

Purpose: To provide test, inspection and operating procedures for Drager PSS 7000 Series Self Contained Breathing Apparatus (SCBA) to assure that the SCBA are reliable operable and effective during emergencies or when needed.
Scope & Applicability: Applicable to all components of Self-Contained Breathing Apparatus (SCBA) owned by EQUATE.
Definitions:
Term Definitions
Self Contained Breathing Apparatus (SCBA) An atmosphere-supplying respirator for which the breathing air source is designed to be carried by the user.

Breathing cycle and static Tests These maintenance tasks may only be carried out by Drager or trained service personal.
Certified Personnel Person, Certified by Drager after Drager Care and Maintenance course
Owning Department The area owner where the equipment is located.

A. General Requirements:

1. Department has the ownership of the SCBA where they are located.

2. Purchasing request of SCBA unit must be on the approved Personnel Protection Equipment List or it has to be approved by the EH&S Department prior to purchase. Refer to “Appendix-A” for the work process.

3. Each component of the Self Contained Breathing Apparatus (SCBA) is assigned a unique identification number. The following method of numbering shall be used:

• Back Frame (Unit prefix-SCBA-F-xxx)
• Air Cylinder (Unit prefix-SCBA-C-xxx)
• Face Mask (Unit Prefix-MASK-xxx)

4. To know the SCBA components, refer to “Appendix-B”.

5. User shall get hands-on training to don & doff the SCBA, refer to “Appendix-C” for operating procedure.

6. The User shall check the following requirement before usage to ensure that the system is ready for use:
• Ensure the equipment is clean and ready for use.
• Do the Functional and leak testing as per Appendix-D.

7. User shall conduct before & after each use T&I for the SCBA as per Appendix-E.

8. SCBA are inspected as per the following:
• Before and After Each Use: refer to Appendix- E for minimum requirement.
• Monthly: refer to Appendix-F for minimum requirement.
• Annually: refer to Appendix-G for minimum requirement.

9. The rechargeable battery packs are Health checked every (6) months. The health check takes approximately eight hours. Four buttons on the front of the charger start the health check for the battery.

10. The disposable batteries have to be replace every (6) months.

11. SCBA and its components shall be inspected every (1) year and (5) years by the Vender to do the preventive maintenance and overhaul services.

12. SCBA Cylinders must be hydrostatically tested every 5 years.

13. The Hydrostatic test shall be performed by the vendor and the vendor must be certified by Kuwait Fire Department to do so.

14. Hydrostatic test data in the form of a certification record to be maintained and shall contain the
Following information:

• Month and year test was performed.
• Serial number of the cylinder.
• The certificate must be signed / stamped.

15. Owning Department has the responsibility for maintaining and correcting all discrepancies using EH&S Department and Procurement Department as a resource.

16. Defective SCBA shall be removed from service and labeled with “DO NOT USE” tag and initiate work notification to RMD for maintenance requirements.

17. Any revisions and/or new additions of the SCBA shall be approved by the EH&S Department through MOC system.

B. Documentation Requirements:
EHS Preparedness Technician, EHS Shift Leader, Emergency Response Planner, EHS Activity Coordinator, Process Activity Coordinator and who are involved in this procedure shall receive training in this procedure and shall be documented in LMS (Learning Management System).

C. Record Keeping Requirements:
• All relevant records shall be maintained as per ODMS 5.03.03 Document and Record Management.
• T&I records shall be documented through Intelatrac system or alternate system.

D. Audit and Self-Assessment:
Audit shall be conducted as scheduled by respective Department Element Focal Points.

E. Training Requirements:
EHS Preparedness Technician, EHS Shift Leader, Emergency Response Planner, EHS Activity Coordinator, Process Activity Coordinator and who are involved in this procedure shall receive training on this procedure. Re-training is required whenever the procedure is substantially revised.

F. Roles and Responsibilities:
Role Responsibility
EHS Preparedness Technician 1. Conduct monthly inspection: refer to Appendix-F for minimum requirement.
2. Conduct annually inspection: refer to Appendix-G for minimum requirement.
3. The rechargeable battery packs are Health checked every (6) months.
4. The disposable batteries have to be replace every (6) months.
5. Report any deficiency on the SCBA to the Owning Department immediately for corrective action.
6. Maintain the T&I records as per the record keeping requirements.
User 1. Ensure the equipment is clean and ready for use.
2. Do the Functional and leak testing, as per Appendix-D.
3. Conduct before & after each use T&I for the SCBA as per Appendix-E.
Owning
Department 1. Has the ownership of the SCBA where they are located.
2. Tag/label the SCBA with a unique identification number.
3. Responsibility for maintaining and correcting all discrepancies using EH&S Department and Procurement Department as a resource.
4. Ensure that the SCBA Cylinders are hydrostatically tested every 5 years.
5. Initiate PR to PD for the hydrostatic test requirements.
6. Defective SCBA shall be removed from service and labeled with “DO NOT USE” tag and initiate work notification to RMD for maintenance requirements.
Procurement Department 1. Purchase only approved components of the SCBA as authorized and requested by the EH&S Department.
2. Coordinate with vendor for hydrostatic test requirements as requested by the Owning Department.
EHS AC SCBA and its components shall be inspected every (1) year and (5) years by the Vender to do the preventive maintenance and overhaul services.
IH Expert Approve the SCBA Unit and added into the “Approved Personnel Protection Equipment List”.

G. Implementation Guide:
EHS Preparedness Technician, EHS Shift Leader, Emergency Response Planner, EHS Activity Coordinator, Process Activity Coordinator and who are involved in this procedure shall receive training on this procedure within 8 weeks after the issue date. Re-training is required whenever the procedure is substantially revised.

H. Practice & Guidance:
• User shall take hands-on training on how to operate the SCBA prior to use.
• EHS Preparedness Technician and Shift Leader shall take hands-on training on how to operate and conduct T&I of the SCBA.

Appendix-E

Drager PSS 7000 SCBA Before & After Each Use Testing & Inspection Check Sheet

1. Visually inspect the harness assembly straps and cylinder strap for worn and deterioration (cuts, burns, etc.)
2. Visually inspect the face piece. This inspection shall include the following:
a. Visually inspect the face piece and head harness assembly for aging rubber parts, and worn, damaged, or missing components.
b. Examine the lens for deep scratches, cracks, abrasions, or chemical or heat damage.
3. Visually inspect cylinder for dents or gouges in fiberglass wrapping. Cylinders which show damage shall be removed from service and emptied of compressed air.
4. Check cylinder pressure on bodyguard for “FULL” indication. If cylinder pressure is less than “FULL”, refill or replace with a fully charged cylinder from EH&S Department.
5. Do the Functional leak testing. (Refer Appendix-F Leak test procedure)
6. Visually inspect regulator, pressure reducer, high-pressure hose and the low-pressure hose assembly for any damage.

Drager PSS 7000 SCBA Monthly Testing & Inspection Check Sheet

1. Visual inspection for SCBA and components:
a. Harness assembly straps and cylinder strap
b. Face Mask
c. Lung Demand Valve
d. Cylinder for dents or gouges in fiberglass wrapping. Cylinders which show damage shall be removed from service and emptied of compressed air.
2. Check cylinder pressure on bodyguard for “FULL” indication. If cylinder pressure is less than “FULL”, refill or replace with a fully charged cylinder from EH&S Department.
3. Do the Functional leak testing. (Refer Appendix-F Leak test procedure)
