The National Wildlife Refuge System (Links to an external site.) (NWRS) is dedicated primarily to the conservation of animals and plants. Other uses — hunting, fishing, recreation, timber harvest, grazing, etc. — are permitted only to the extent that they are compatible with the purposes for which the refuge was created. The National Wildlife Refuge System Improvement Act of 1997 from Congress established compatible wildlife-dependent recreation as a priority for the NWRS. This approach to determining allowable uses is different from the framework used by other land management agencies, such as the US Forest Service and the National Park Service (and the Bureau of Land Management).
