2- Project Paper

The Project Scenario
Your client has been donated £1,500,000 for a new community facility. The community facility needs to provide for: Village Hall, Public Health Outreach, Library Service, and various community offerings (vaccinations/food bank/youth groups).
The client is a charitable trust and has no construction experience. The donation is subject to spending the money within 18 months or the offer will be withdrawn. The client is freehold owner of a brownfield site that has outline planning permission for such a development.
Your Project Management Practice has been appointed to lead on the project and provide the client with professional advice on how to deliver the project.

Your Role
You are to assume the role of the construction management team. You are to discuss the requirements of the project and propose solutions to the questions.

1. Procurement (approximately 1,500 words)
Critically evaluate the three main forms of procurement available (Traditional, Design & Build, Construction Management/ Management contracting) and recommend with justification, a procurement route that your team will recommend on this project. State any assumptions made. Relate your answer to the information given in the scenario. Additional information to help justify your recommendation might be needed to obtained with further discussions with the client.

Notes for this question
Do note when answering this question that you should relate your answers to the project scenario and not just give a general overview of procurement methods. We are looking at the application of knowledge at this academic level. Remember, procurement routes are based on cost, time and quality factors so pay close attention to that

Do remember the client is a non-expert and a full explanation needs to be given to provide the client with confidence why you have made this recommendation.

• Because the client has zero experience in construction, you are to consult the client on:
o the processes of procurement,
o the characteristics of the three procurement methods,
o what each method offers with respect to the project success factors and what outcomes are expected
o which method is best suitable for the project.
• Try to include the elaborate on the points in the scenario:
o It is a brownfield site with previous gas station and welding shop
o Cost certainty
o Fixed budget
o Make assumptions and elaborate where necessary
• Remember, you are here to advise the client, so you need to give them step by step processes that they can follow as well as highlighting possible issues that may arise

Client’s objectives
• Payments will be in increments. However, the client will pay invoices and the charity will reimburse the funds.
• Completion and handover must be within 18 months.
• The project is expected to be aesthetically appealing and sustainable. Preferably BREAM certified.
• recommendations are welcome about the building materials that should be used and an explanation as to why that is the best option.
• The perimeter of the site has been hoarded.
• There are a few non-profit bodies willing to volunteer whenever needed
• The client is busy with other commitments and wish to have little involvement except approval of the plans and layout.
• The Project stakeholders include the charity and the client.
• The client does not wish to host any activities during construction.
• A parking lot is vital in the design.
• In the event an issue may arise in dealing the project, the following our priorities:
o The community group has a lease agreement of some sort
o Vaccinations link to NHS Trust and offered money.
o The library.
• The outline planning permission will be ready in eight weeks.
Site background
• The land was donated five years ago with a consent for a single Storey community hall.
• The site has been vacant for 10 years prior.
• A grind investigation was completed, showing no threats.
• In the 1970s, a petrol station garage was on the Brownfield site.
• Before that, it was an engineering workshop for welding.

Project Success Factors in order of importance
1. Time: must finish within 18 months.
2. Cost certainty: Fixed price can’t change unless there is a change control process.
3. Quality: The building must be sustainable and fit for purpose over high quality.
4. Early contractor engagement
5. The transfer of risk factor will be based upon points one and two.
