1) Some of the topics included in this first half of the semester have included power and civility. Discuss the role of interest groups and administrative officials in the formation of public policy. What role does civility play in the public policy arena? How does the federal system impact the formation of public policy? (Use Homeland security in the post 9/11 era as an examples).
2) Discuss in some detail, the best model or organizational structure for public bureaucracy to meet the needs of the American public in the 21st century. Does the type of service delivered (homeland security, environmental policy) influence the organizational structure needed? What makes an organization public?
